Some people have had problems with Windows XP, you may need to run Win32DiskImager as admin right click — run as admin. Others have simply had issues where the card reader seems to be incompatible and the only solution has been to try a different one. Hope these help.

Only you need to run the program as administrator. Are you sure you are running a 64 bits system? I found a way: simply format the SD card, unzip raspbian package, copy it on the SD card.

This version does not actually do any conversion but it allows the flexible copying of data under in a win32 environment.
